Preheat oven to 450°F (232°C). Line a baking sheet with parchment paper.
In a large bowl, whisk together flour, baking powder, and salt. Cut in cold butter using a pastry blender or your fingers until the mixture resembles coarse crumbs.
Stir in cheddar cheese. Gradually add milk, mixing until just combined. Do not overmix.
Drop rounded spoonfuls of dough onto the prepared baking sheet.
Bake for 15-20 minutes, or until golden brown.
While biscuits are baking, prepare the garlic butter topping. In a small bowl, combine melted butter, minced garlic, and dried parsley.
Brush the tops of the warm biscuits with garlic butter topping. Serve immediately.
Notes
For extra flavor, add a pinch of cayenne pepper to the dry ingredients. Biscuits are best served warm.
