In a large bowl, beat together peanut butter, powdered sugar, and softened butter until well combined.
Roll the peanut butter mixture into 1-inch balls and flatten into heart shapes. Place on a parchment-lined baking sheet and chill in the freezer for 20 minutes.
In a double boiler or microwave, melt chocolate chips and vegetable shortening until smooth. Dip each peanut butter heart into the melted chocolate, coating completely. Place back on the parchment-lined baking sheet.
Sprinkle with sea salt (optional). Refrigerate until the chocolate is set.
