In a small bowl, combine the graham cracker crumbs and melted butter. Press firmly into the bottom of a parchment paper-lined 13x9 inch baking pan.
In a small saucepan, combine the sweetened condensed milk, semi-sweet chocolate morsels, and 1 tablespoon of butter. Heat over medium heat, stirring constantly, until smooth. Pour this mixture over the graham cracker crust. Sprinkle with 0.5 cup of toffee bits.
In a large mixing bowl, beat together the shortening, light brown sugar, milk, and vanilla extract until smooth. Beat in the egg. Add the flour, kosher salt, baking soda, and cinnamon, mixing until just combined. Fold in the milk chocolate morsels. Spread this cookie dough mixture evenly over the fudge layer.
