Instructions
Preparation Steps
Preheat oven to 350°F (175°C).
In a large bowl, whisk together flour, cocoa powder, baking soda, baking powder, and salt.
In a separate bowl, cream together sugar and shortening. Beat in eggs one at a time.
Gradually add the dry ingredients to the wet ingredients, mixing until just combined.
Roll dough out on a lightly floured surface to 1/8-inch thickness. Cut out circles using a cookie cutter.
Place cookies on a baking sheet lined with parchment paper.
Bake for 10-12 minutes. Let cool on baking sheet for a few minutes before transferring to a wire rack to cool completely.
For the filling, cream together butter and powdered sugar until light and fluffy. Beat in milk and vanilla extract.
Spread filling on the flat side of one cookie and top with another cookie.

Store cookies in an airtight container at room temperature.
